It has been a crazy end to the summer for Harry and the wizarding community but as the kids return to Hogwarts, things look to return to normal, or do they?

Fledgling fan theory here! Also, spoilers for anyone who has been under a rock and not seen the movie or read any of the books.

So in episode 67 - The Mayhem at the Ministry
I believe it was Drea who'd said something along the lines of how interesting it was that the Ministry had called all hands on deck (only not actually "called" because we know they don't have phones, so we assume) and so Bill, Charlie and Mr. Weasley all have to report to the ministry. Drea continued, and mentioned how interesting that people in Ministry Accounting and Muggle Artifacts don't seem that important, on a surface level, at a crisis time but they go anyway. Maybe we don't know because we can't fathom their necessity. J.K. leads us to assume that: Yes, there is no job too great or too small in the Wizarding World.
Here is my theory - WHAT IF - The Order of the Pheonix never rested, what if over the last 13 years they have always covertly recruiting. Waiting. Watching. What if the 3 member whom we will later find out are members of the Order are actually reporting to Dumbledore for instruction. What if that is why Bill and Charlie and Mr. & Mrs. Weasley all travel to drop the kids off at the station for Hogwarts. Protection. People not totally out of the norm, which could raise alarm with Harry or Hermione's suspicions nature. Harry rolls into the station with a seemingly rag-tag-bunch but what's really happening is he's rolling in four formidable wizards deep, taking non-descript muggle Taxi's. Maybe the Order doesn't know yet who they can trust in the ministry (After all, Death Eaters were spotted and the Dark Mark was raised during an event under the ministry's care) so ministry Transport is off the table. What if Dumbledore, as perceptive as he is, already senses the TRUE threat to Harry's life and by doing so... is always pulling strings in the background to safeguard Harry, unknown to Harry, unknown to Voldemort's followers and to an even deeper extent than we, the readers, can fathom.
I am sure I'm not the first to think this and maybe this is what Drea was hinting at the whole time! Love to hear your thoughts!
